
Meet Jean
Bio
I’m a husband, father, and U.S. Army Veteran running to serve as your new City Councilor-At-Large. Over the years, I’ve dedicated myself to problem-solving in public service—first as an Army Sergeant and JAG Corps paralegal, and later in several community-focused roles here in Lynn.
As the City of Lynn's first Outreach Director, I built community relationships and led initiatives like the ARPA public survey, which saw Lynn deliver the highest participation rate in Massachusetts. I also served as Advocacy and Education Manager at Harborlight Homes, where I advocated for affordable housing at the State House and helped design local advocacy education programs.
Currently, as a Green and Gold Congressional Fellow, I work on military and veterans' issues in the 6th District, ensuring that veterans receive the support they earned. As Chair of the Lynn Democratic City Committee, I’ve focused on increasing collaboration with local organizations, broadening inclusivity and accessibility, and improving responsiveness to local issues.
I’m also involved in Neighbor 2 Neighbor, a nonprofit dedicated to improving public participation in government and advising on policy.
Why I’m Running
I believe in Community Governance—a city government that actively includes residents in decision-making and ensures everyone has a real voice in shaping Lynn’s future. That means making government more accessible, transparent, and responsive, so every resident has the tools to participate—whether it’s finding the right information, giving feedback, or being directly involved in shaping policies.
With charter reform ahead, the role of the City Council will be more important than ever. I’m ready to bring fresh, policy-driven leadership to ensure that government serves you. I’ve spent my career ensuring people’s voices are heard, whether advocating for affordable housing, open government, or veterans’ services. I’m running because I believe in a Lynn where every person and family can thrive.
Strong local leadership is critical, especially when the federal government feels chaotic. My vision is for a Lynn where government goes above and beyond to empower the community.
Personal
I’m a husband to Annalise and father to JJ and Eneida Belle. My family immigrated from the Dominican Republic in the 1970s, and Lynn has been our home ever since. I feel compelled to make sure Lynn’s future is as bright as it’s been for me and my family.
With my background in public service, community organizing, problem-solving, and leadership, I’m ready to help Lynn rise to meet today’s challenges—and build a future that works for everyone.
